London NHS spends £13 million on PR

The BBC has just reported that the London NHS spent £13 million on PR over last 3 years. Yes, really, even in these times of economic doom and gloom. Yes, and we had the usual headlines calling for medical doctors, not spin doctors.
Yet surely PR has an important part to play when it comes to educating the public on health issues, etc. Would be good to know how much of the £13 million was spent on health campaigns.
